replace the camera with a new one and clean the inside of the lens with a cotton bud before putting the new one in.

OP should just do this, it'll take 10 minutes on a 6s, and there isn't much risk in any of the work necessary.
We sometimes use a little bit of lighter fluid on the tip of the cotton bud for getting the tougher marks off.

Hi, there could be something inside of the camera. Have you taken your phone apart at all? Or is there any way something could have gotten in there? If so there might be some stuff in there. You would want ro be really careful not to damage the camera but you could take it off and clean it. That may or may not work. Hope this was helpful! Have a great day!

If you set the phone down on a stable, level surface and have the phone take several pictures in a row (without jiggling or moving it), are all the spots in the same location or do they move?
