Blue Light Turns On For A few Seconds Then Turns Off With Popping soun

I Have This 3ds Xl And It Had Water Damage And When i turn it on The blue light turns on then it turns off with a Popping sound and I Went to a repair shop and they say its the battery,but i think that the motherboard is fried.

Does it need a new battery?
