I can receive calls and know someones calling but wont allow me to answer call

What happens when you try to answer a call?
Can you call out OK?
Can you navigate through the phone OK when touching the screen at the same place where the call has to be answered. Just trying to see if the touchscreen is working there or not.
Has the phone been dropped or gotten wet at all?
