Samsung Note 4 won't charge

I just got this used phone from my dad and he just replaced the charger in it a couple of days ago and today he handed it to me and basically said good luck and left me to it. However, I’ve noticed that it won’t charge. I’ve tried taking the battery out and putting it back in, and I’ve tried testing the charger on other devices and the charger works fine. The only time the phone will charge is when it is completely powered off and it only charges in quick little flickers. Every second or two it will charge enough for it to make the phone buzz and then stop. I can’t get it to charge at all if it’s powering on or if it’s on and I’ve tried searching all over the internet to see what I can do about it. I figured it’s something wrong with the charging port but I have no money to go get this phone fixed. I appreciate all the help I can get.
