What ate these weird lines scanning on my screen?

So I bought this used wii and cleaned it all up, I then purchased the required cables for it but for some reason when I connect it to any monitor or tv it displays these weird lines scrolling up the screen which are super annoying.

Would anyone have any sugestions on how to fix this issue?
