Won't agitate or spin on a normal cycle but will on drain and spin

Washer fills with water and won’t agitate or spin then stops and shows OL code. But if i run the drain and spin it does drain and spins the clothes really well. i have replaced the control panel back when they were recalled and once since then. What should I be checking?

Was it doing the same thing before when you replaced the control panel?

Can you give us a link to the recall? They may have just replaced the part with the same defective one.

How long have you had it? What is the exact model number? You are covered by a lemon law according to where you live.
