Hard drive Replacement Cant load OS.

So i replaced a hard drive in my shop on a xbox one S. Whenever i go to offline update it gets stuck at 59 %. I reformatted the hard drive and reinstalled it. Right when it booted to the trouble shooting menu after being reformatted it went back to the 59 percent error screen. I placed the hard drive in a older model xbox and it works just fine. Im just confused on how after the reformat it loaded exactly into the same spot it was prior. Has anyone had this happen before?
