Installed new SSD with Catalina patcher. Still feels slow like an HDD.

Upgraded to a new Samsung Evo 860 250GB SSD on my 15” Mid 2010 MacBook Pro. Fresh installed Catalina through the patcher. Boot up and performance is comparable to the HDD I replaced it with. Read something about the hard drive cables. Does the original hard drive cable that came with this model of MacBook Pro only do SATA II speeds? I'm not sure what the problem is.

Depends, In my 2011 Macbook Pro I have 16 gb ram with an SSD, and catalina runs perfectly. You probably need to upgrade your ram.

Not surprising! You are pushing a system which is just too old to run MacOS Catalina!

The system only has a SATA II (3.0 Gb/s) SATA port and as you are forced to use APFS file system which really has serious problems running on SATA drives as the TX/RX queue depth is only two! Unlike PCIe/NVMe drives which have four per lane per TX/RX pair so a x2 drive would have eight Queue’s and a x4 drive would have sixteen! I just don’t recommend running High Sierra or newer on any SATA based system. There is nothing you can do to improve this.

The next issue is RAM you really need at least 8 GB and if you are trying to do anything heavy you really need 16 GB, but thats not possible for this system.

Best to go back to Sierra with GUID with Journaled file system (HFS+) which will run a lot smoother!

Ignore Dan the 2010 MBP has okay graphics and an okay cpu and while it’s definitely slower in catalina and runs much better on 8gb it’s fine on 4 for lighter use.

Install the app drivedx and see if it points to any issues you may have a faulty hard drive cable or resistors that have failed on the data line causing slow transfers.

you may also have an SMC issue where it’s telling the cpu to run slowly

If you remove the hard drive cable on this there’s a tiny black SMD choke right next to the logic board connector that’s easy to flick off with your nail, don’t do that it’s a nightmare to solder back on.

MacBook medic - You've proved my point! This system is limited!

Upgrading the OS to Catalina only uses more physical RAM and adds the chatty APFS file system on an drive interface which just can't support it well (SATA).

Besides what does Catalina give you? It does take away the use of older 32bit apps which this person still likely has. Most of the improvements are only achievable with newer gear. Don't get swayed by Apple.

This is still a great system for someone who doesn't need more than web browsing and simple writing and drawing apps.

Take the time to test it out properly you'll see its not worth it!
