Water will continue to fill into the drum during cycles.
The water will continue to fill during the wash and rinse cycle. I have to turn the water off at the wall to stop. Is this the water inlet valve going out?

What is the model number of the washer?
It sounds more like the water level pressure sensor switch is faulty or the hose that connects to it has come off or is loose.

Thanks @jayeff it also drips a steady stream of usually hot water even after the cycle is complete is why I was thinking inlet valve. I will look for the model number

I agree that it may be the hot water inlet solenoid.
Search online for "(insert washing machine model number) parts" to find suppliers. The major ones are partselect.com, searspartsdirect.com and repair clinic.com
My answer above was based on what you said at first. There was no mention about it happening when not in use or even that it was only the hot water.
