when I plug it would show apple logo for 3 sec then repeats
It constantly tries to boot when it goes to apple logo it reboots and shows apple logo on ipad 5th

this is a typical boot loop. What you did before with it will be important. When did you notice it: after repairing or changing the screen, etc?. In any case, a workshop intervention is necessary (iPad is not for home repair with a boot loop). Most problems like yours come when you try to remove the motherboard or battery.

Hi! I had never had this ipad serviced or opened it was 1 year old. I dropped the ipad and the whole thing shattered. It was still useable. I left it in the car (Cold temperature) and when I came to pick it up in the morning it was stuck on a boot loop. The ipad never changed the battery or the screen.
we have the answer :-). Battery performance has dropped or damage in the past has made itself felt (bursting inductors - a constant problem with iPads). Connect iPad for longer with a high-power charger (12W), when the battery balance improves, the device turns on. It will take a while, about 30-45 minutes. Otherwise, the help of a repair shop will be needed.

If it would do I have to charge it for about 2 hours?
yes that's a good idea to check. Leave it on for the whole day or night though.
