Controller Thinks it's always charging

My PS4 controller always thinks it's charging, plugged in or not. When the controller is on and not plugged in it shows a charging battery symbol on the ps4. When the controller is off it keeps an orange light on to indicate that it is charging even when not plugged in. I have replaced the battery and the ribbon cable from the charging port and light to the circuit board with no change. I've attempted to reset the controller multiple times with no effect. Any insights would be helpful, I'd even be willing to replace another part if need be. Thanks!

Edit: The controller does charge, and slowly drains due to the charging light remaining on.
