ipad 3 stuck on itunes logo

i’ve tried to hook up device to itunes with multi-connector cord (i.e. non apple) and itunes does not recognize it. i tried to put device in dfu mode to no avail. also, i tested it with my iphone xs max and it did not recognize it either, which led me to think that the cord may be the first issue. so, i’m thinking that i need to try an apple charging cord to be able to recognize the device. i don’t have apple charging cord for ipad 3, so i am waiting on client to provide that to me. if this works, then i am in the clear. however, if it does not work, then what else could possibly be wrong? see picture below.
