This iPhone dropped in water.
It still works but did not get the charge (but it can connect to other device)
I changed the battery (I thought it was short circuited)
After the change the problem was not solved and it even cannot connect to other devices

The dock assembly is likely bad and needs to be cleaned or replaced. You may also have corrosion that needs to be cleaned with isopropyl (>90%).
These are the two likely solutions, however, if corrosion is real bad the resistors by the dock connection could have been fried (less likely).
