Is this repairable? and how?

The pic is fuzzy because that is what the screen looks like.

@scottelectric most commonly this is caused by a failed T-Con board. Replacing the LJ94-15856G T-con board should fix it. Remove the back cover and take a look at the boards. You need to find the one that connects the two flat ribbon cables to the LCD panel. Post some images what your screen shows with your QUESTION. That way we can see what you see.
