Plastic above cavity light grate GE Profile pvm9195sf3ss?

I thought that the grate holes were getting clogged with spattered food. Looking closer, I see there is clear film above the grate, catching the food splatters. Is that supposed to be there? There is no air flow between the cavity and the lightbulb compartment. And the food is stuck on the plastic just above the grate. It can’t be cleaned. It seems like that should have been removed before installation.
