Why does my flat screen flash blue and sht off everytime I turn it on

This question is asked behalf of @etlogue - he posted it first.

With that being said, here is his question:

When I turn on TV it takes a couple seconds flashes a light and shuts back off everytime ?

Can you take the back off your TV and check for leaky or bulged capacitors? I have attached a picture below for reference.

First of all this question was asked by @etlogue in the wrong site - iFixit META.

That being said, This is a good solution, I hope @etlogue will see this!
