Xbox One not powering on

The fan is not spinning once. I have 5V on usb and 12v on power input. Mosfets are fine but I've marked 5 caps that both pins are giving me continuity with ground. I’ve removed these capacitor but contact are still grounded. Is this normal? I’ve tried with another PSU.
