the right side of the touchbar flickers when i turn my laptop on. the duration is directly proportional to the time in sleep then the flickering stops and everything runs normal. I’ll be changing my machine in approx 1 year . i just want to know if i shall get it fixed or continue with it.

The panel is starting to fail. Do you have AppleCare+ if you do I would bring it in to get fixed so it continues to work until you get your new system, and besides, if you turn-around and sell your system it will get a better price working.
Just so you know what Apple will do, they will replace the full uppercase assembly MacBook Pro 13" (A2159, 2019) Upper Case Assembly which as you can see is quite expensive even used!
A good Mac repair person can replace the 13” MacBook Pro A2159 Touch Bar Its a bit of work as you need to completely strip the system down and then you need to unglue it from the case without damaging the case. Not something I recommend for a DIY person.
In the mean time be gentle! As it could fail at any point.
