Battery Not Charging, Only 1.2V at Terminals

What could cause an Ipod Touch 2G to only have 1.2v across the battery terminal when plugged into USB? I replaced the battery with a known good one and the issue remains. When I remove the ipod from the USB cable, the voltage drops to 0.25v.

I dont know if it could be the charing port or the Power Management IC?

I left it plugged into an AC adapter for a few hours and the results are the same. Not sure what else to check. I think something may be shorted out...??

Check your dock connector and see what you get. Checked the connector to make sure the pins are okay? Also, your battery is a new one or used one? I'd go with the easy stuff first.

AnthonyM84, before you plan on changing anything further, plug your iPod into an AC charger. Your battery is discharged to a point that the USB port will NOT charge it. It is basically to far down for the the USB to charge. An AC adapter will be your best bet. Your battery may be a known, but to low to charge.

How do I check the dock connector? The battery was taken from one that was working just prior and is less than a month old.

Pin 1 or 2 - GND

Pin 18 - 3.3V Power (+)

Pin 23 - USB Power 5 VDC (+)

Looking into the dock opening pin 1 is all the way to left and pin 30 is all the way to the right.
