How to remove iCloud lock without paid apps?

I got an iPhone 5c in a phone lot from eBay. I replaced the battery. The repair went perfectly. I didn't know it was iCloud locked. Contacted the seller, he refused to unlock it for me. Any solutions without paid apps?

its an old phone so could have already been removed from the persons icloud account, download 3utool and try flashing it without retaining user data
