Is there sound? If so, a black screen could indicate that the backlight has gone out. You can try and confirm that by shining a flashlight close to the screen and looking closely at it. If it's the backlight you should be able to make out some of the picture in the light of the flashlight. The buzzing, however, seems worrisome, as it could indicate a power supply problem. Let us know what you find.
@pilkyboy68 if there is not standby light your issue is the power board. Take the back cover off and look at it (unplugged of course and no touching) See if there are any components that look "odd" like burned, deformed or missing. It is a Toshiba TV and thus service manuals and schematics are pretty much non-existent. You are dealing with a company that is even more (yes, it is possible) paranoid than Apple when it comes to service manuals. This company loves to utilize lawyers to squash and intimate repairers. One of the great unethical members of the Power-Before-People Machine!
