My new 3ds powers up and works normally but won't charge

Hi!

My new 3ds works fine, exept that it won't charge, I tried changing the battery board from another known good new 3ds but it's definately not the problem. It might be the charging port, but after checking with multimeter seems fine, anyone else has had this problem before? Please, help!
