This time lasts year my device stopped being able to charge. I paid apple $600 to fix the problem. A year has passed and the problem has happened again. I plug in the device and it won’t charge. I was hoping to have this repaired for cheaper than $600 seeing as I’ll have to do it every year in perpetuity.

have you tried different cables, different power adapters? does the power adapter and cable work with your other devices?
is it possible there's dust etc inside the port?
it's possible that all they did before was clean the port out with compressed air in a can or perhaps after disconnecting the battery to eliminate the risk of shorts may have used IPA to clean out the port carefully with something to probe it, if that is the cause then probably wanna invest in some plugs for the charging port, I have silicone ones for my devices and it's great for keeping dust and any accidental splashes from getting in the ports.

What did Apple tell you they replaced? As that might offer a clue on what has happened again.
As this model only offers one set of ports it’s not uncommon for the ports to breakdown from use MacBook Pro (A1989, A1990, A2141, A2159, A2251, A2289, A2338 Mid 2018-2022) USB-C Board to replace it you need to remove the logic board. We don’t have a guide, but we do have a similar systems teardown MacBook Pro 13" Two Thunderbolt Ports 2019 분해도.
But to be sure I would use a USB-C power meter to see if power is even getting through.
