Boots to recovery can't restore

Hello all, I have a iPad 7th generation that only boots to recovery. When attempting a factory reset using iTunes (on a windows machine) or using Finder it errors out.

Looking up the error code gives the common "lost connection" description. I've tried different cables, computers and operating systems with no change in the outcome.

I've even put the iPad into DFU mode but again no change. The iPad attempts to accept the reset only to boot to recovery while the computer's application (iTunes or Finder) freezes up and eventually errors out.

My question, has anyone remedied this sort of problem or is it more like the memory has failed? I was thinking of changing the charge port (even though it seems to charge fine, and is detected when plugged in) but I was wondering if a "data line" has been broken, if that makes any sense.

@tabathakang it appears as if you are missing the point of this site. It's sole reason for existence is to empower everyone to repair their own devices. We do not refer those that are looking for help, to the OEM's from whom they do not receive an answer. Apple is one of the worst of all of them! This is one of the companies that have used their hordes of attorneys to fight the Right to Repair for years.
