As we don’t know your exact model and what it had for a CPU to even offer any guidance on what needs repair as well as what this system can support as a replacement CPU if that is even the issue and might be difficult to get in main land China. The few clues we can see from your original post does sound like a logic board issue as the system is getting power (both the diagnostic LEDs are lightening up and you state the fan/s are running). Not all of the diagnostic LEDs will light without the display attached so that’s understandable if you don’t use the special cable extensions to hold the display or carefully spy the diagnostic LEDs from where you can withe the display attached which can be dangerous pulling on the cables damaging the cables or logic board connectors.
