Why do I have input delay, but only in games?

I have crazy input delay, but only when I'm gaming. I can do anything else just fine but I can't even emulate Pokémon Red from 1995 without like 5 seconds input delay. This wouldn't be a problem, but I usually play things like Lethal Company that need quick reaction time.
