All the mentioned steps were attempted. Really looking for the most likely component to replace if I were to attempt to disassemble the device and if there were any methods to check components? Trying to evaluate risks/costs/sussess to repair against new purchase.

The very first thing I would replace is the battery. Here's were to get one with a two year warranty: http://store.fastmac.com/product_info.ph...

Battery perhaps? Are you located near an Apple store? Perhaps a genius could give you a rundown of what is wrong.
