logitech g402 scroll wheel doesn't work

my g402 scroll wheel doesn't work when i open to do an inspection i saw this corroded component and a missing capacitor. is this the main problem? I've tested the infrared sensor for the scroll wheel with a multi tester giving out 3.3v so i think this corroded component and missing capacitor is what makes the scroll wheel doesnt work. what should i do to fix this? and if im going to replace the component what the replacement part i should buy? because I can't find the exact value of the capacitor and the component. any help would be great!
