Horn not working, why?

First things first: Check the fuses. If the fuse is good, the airbag module has to be replaced. Trust me, do this first - once you get to the airbag, you need to know how to be safe, or use extreme caution as the clock spring is behind the airbag.

BEFORE you do this and go beyond the fuse for the clock spring and airbag module: Let the car sit with the battery disconnected for 15-30 minutes, 30 mintues-1 hour if you can! If you do not do this, there's a very good chance you will make friends with an airbag that blew up in your hand! Once it's out of the car, put it in a box and keep it out of the workspace so if it does blow up randomly it was contained away from you.

The horn is often part of the driver airbag on modern cars, but some still use the clock spring to register it. The problem this creates is that you must be careful not to blow the old airbag up and trigger the black box (which is typically located under the transmission trim in Kia/Hyundai vehicles). Otherwise, you will need to reset it or replace it and program a new one. That said, it isn't impossible, but you need to use some caution. The quick way to check is to turn the wheel and hold the horn -- if it works at an odd angle, your clock spring is bad.

If possible, try to find a new airbag from a Kia dealer and purchase this part new. I recommend this because of the numerous Takata recalls that have occurred. I don't think the 2014+ Foretes have any but a LOT of old cars are on the Takata list. It had a side curtain airbag recall but the steering wheel one doesn't come up on my cursory research.

As far as removing it, they hold the airbag in with springs on both sides of the steering wheel. You can push them in with a screwdriver and the airbag will pop out.
