Tracking by location with only the IMEI is not possible as a civilian. You would have needed to enrolled the phone with Find My Device before it was stolen (this is on by default if you use iCloud on that iPhone).

If that's the case, log in to icloud.com/Find and see if you can locate it that way. But it would need to be on and connected to a network. Or have passed another Apple device with the find my network enabled recently for any kind of accurate location.
