I have come across this issue a few times, and the best thing I find is just to replace the whole flex cable. The quickest place to get one from would be Amazon if you live in the US. If you do decide to replace the whole cable, you will need to buy one with the brackets attached.
So, I eventually found the issue. It turns out it was a problem with improper grounding on the replacement screen. The original screen, while the issue appeared similar, had a different problem entirely and after trying another new screen, the problem was ressolved. Thank you all for your help.
