mkoch, If it is new, did you remove the tape, from the base body split section, if not remove before turning on any more or damage to internal gear could occur. Recheck that the fan is still assembled correctly and locked in correct position. Install new batteries in remote and try. If all looks good and still under warranty return for repair/replacement/refund as there may internal damage to oscillating gear. See below links, your manual and Dyson support site.
