What are you trying to do?
If there is no OS or connected bootable program in the Gateway laptop then it cannot do anything except start up and you can access its' BIOS area. That's all.
It needs a HDD or SSD installed with an OS or perhaps an [https://au.pcmag.com/windows-10-1/46896/how-to-run-windows-10-from-a-usb-drive|OS on a USB drive] but even then laptop to laptop connections are mostly for file transfer, although one laptop can be used as a 2nd display connected to the first laptop but it still needs an OS installed somehow
