Replacement ic for iPhone 4s

So iTunes would recognize my 4s but the phone would not charge, after replacing everything except the logic board itself, I have come to the conclusion that I need to replace part of the ic on the board that controls the voltage. Does anyone have any info on this? Where I can order parts? How I can test the ic with my multimeter/ ohm meter for continuity?
