Nexus 7 dot not boot
the display made a small flash and I can listen a sound like a radio constantly when i put on charge

Hi,
Connect it to the computer and try to enter into fasboot mode. Press and hold Volume Up and the Power buttons together.
If your computer can't see any connected device, you have hardware problem.
But if the computer see it, you can try to flash it.
