Why is my wifi not turning on?

I cant turn on Wi-Fi in my settings app. It just gets stuck on "turning Wi-Fi on" and I have tried rebooting my phone many times.

my galaxy s2 had the same issue. i took it to a vodafone shop and they fixed in it a minute. they said my phone was set to pay as you go while i had a contract sim installed
