Apple MacBook Air "Core i5" 1.7 13" (Mid-2011) will not turn on

I just recently upgraded to the newest operating system on my mac. The following day I couldn't turn on my computer. I've tried every keyboard combination + power button, there is absolutely zero indication from the computer that the power button has even been pressed. After failing every step of the way (and seeing that I'm well out of warranty at this point) my next stop was to open her up. This didn't result in much, I still have no indication the button has been pressed, Nothing on the logic board looks loose or burnt to my eye (not that I have much experience with this). I took apart the entire board and put it back together, nothing changed. The next thing I did after viewing some more YouTube videos and reading up a bit was to plug it in (the computer is still off at this point) and see if there is any heat being generated from a specific part of the board. The only thing getting hot at all is the platform controller hub, I'm wondering if it's normal for this to be hot when the computer is charging but is not actually on. Can someone point me in basically any direction? I'm willing to try basically anything at this point. I've also tried the force boot by shorting the power pads which didn't turn on the computer either. By far the most dead computer I've seen.

No I didn't spill water on my computer. The only things that have changed are:

1. I upgraded

2. The computer may have been plugged into the wall when I was working in the house and turned the circuit breaker off and on (not sure if that would fry the logic board).

It should not be hot, even when the machine is on. PCH is dead!

This is a $@$* board to repair. Tell me if you see the number 820-3023 on your board. This has nothing to do with your OS upgrade and everything to do with bad luck and bad timing. The proper repair for you is to pick up a used board for $200 and toss the old one in the trash.
