battery draining while charging

Hello,

I have a 14MP Samsung camera,problem with it is..battery drains while charging or probably its never charging at all! sometimes it shows fully charged and after a while if i turn it on again battery power seems to me slightly decreased and when i start charging again the battery power will turn too low! what could be the problem? i replaced the battery also...but the problem still exists!
