I believe that could be accomplished by purchasing a front panel "Power Button Kit" from an online retailer, such as: http://www.macpalace.com/076-1345-power-...
The Apple part number should be: 076-1345
Which should be compatible with: Mac Pro (Early 2009), Mac Pro (Mid 2010)
Hopefully that's good, but if it's not quite the answer you were looking for, do some googling for more information, or if all else fails, bring the machine in to an Apple Store or third party repair shop: http://www.apple.com/retail/
