On my laptop since i got Windows 10, when i am watching a video or listening to music and i pause it the volume gets really loud and when i turn the volume down or up once it goes back to its normal volume. any ideas?

Sounds like a driver issue, I have had several Dell that were missing drivers after the upgrade.
There is more then one kind of Dell 17r, I supplied the link for one, if you have a different one just change the search results.

Also, I only suggest installing drivers connected to the problem.
