Did it start doing this after a specific event such installing an update or anything else that comes to mind? Have you tried booting into recovery to do a hard reset? Let us know what you have already tried and also mention if you have an idea of what caused the problem.

Mine does the same. IT won't allow me to open an app or setting. Double tap isn't working too.
