Apparently your iRulu PC tablet is not a Google Experience Licensed Device, so it does not have recover partition

perhaps you can try hard reset to factory default settings. Usually you can do this by holding down the power button and the volume button.

Maybe you can flash if you have iRulu PC tablet image
