shutter takes 4 secs to click then err 70 on LCD

My EOS 60D fell..After that i get err70 and the "recording image" when I try to turn it off . (all on LCD). Took it to a repairer who said the shutter mechanism was faulty and had to be replaced. They demanded $350 for that which I couldn't afford. Canon later checked it and said it requires cleaning and resetting or something to that effect (nothing about shutter replacement).. for $200 plus... Has anyone had this experience..and is there a quick fix?.. I just don't have the money now.
