I was wondering if I can swap my ipad 4th generation front facing camera for any better front facing camera that would fit?

No, devices like iPads and iPhones use very specific parts that are not interchangeable as far as I know. You may be able to hack together a solution but it would not be too stable and likely require skilled soldering.
