Why is my GoPro Hero4 not charging on a battery pack?

I am shooting a film and I need to have extra charge, so I hooked a battery pack to it and it won't charge. The same battery pack charges all of my other electronics. I can't figure out what is going on with it.

How can I fix this problem?
