Camera works only in some apps?

A friend of mine has a 5c that's camera doesn't work in the Camera app, Snapchat... It only works on FaceTime (you can actually use the cameras in that app, but in that app only). I'm thinking this may be a software problem though I have no idea how to fix the problem. She's tried deleting and installing Snapchat again.
