i have one powermac g5, been sitting for a long time, we had started diagonsing, it clicks twice wen plugged in for first time, after one power up try, click, no power up, fans tried to spin. using with a Cinema HD Display 23 inch from apple. HELP MEH!!!

That sounds like a dead PSU, but the powermac G5s are a real pain to work on. If the PSU fried it could have taken other components with it (voltage surge etc.)

also, i am wondering, what tells me if it took fans?

There are fans in the PSU that might still be running. The problem could also be with the logic board.
