Why aren’t my windows programs opening?
While trying to open programs and even after restarting the device, no windows programs will open.

This problem may have arise because of a virus or maybe you have faulty drivers. If go to this troubleshooting guide. It may be able to help you with your issue.

It sounds like you might have a virus on your computer. Did this start happening suddenly, or was it gradual?
I see that you have a few other questions posted about this laptop. If I may, I would suggest that you combine them into one question in order to streamline information gathering dissemination.
