Either a bad screen or software really. Not sure what else to say when you haven't said much about your issue.
Is this happening right after updating to iOS 10 beta?
After phone drop?
After liquid damage?
After screen replacement?

well i did drop it its not has a shatter in the top left but thats all like if i were to put my finger over the screen it would just pick that app or character

So when you hover your hand or finger over the screen it touches something on the screen?
Yeah that is probably the screen gone bad.

I agree with Ben, sounds like the digitizer is damaged in some way. If this started only since the beta update for the OS try rolling back to the current production release of iOS and see if the issues persist.
If they go away, its something in the OS and your phone, if they persist the mentioned damage has caused a problem with the digitizer.
How close to your device are you putting your finger/digit when it picks it up. centimeters/millimeters or inches of distance?
