So no kick start huh? Sounds like your battery isn't putting off enough cranking amps so you need to connect it to an external power supply to start the scooter (if I understand correctly). Try replacing the battery (again) with a high quality brand such as interstate. Also you may want to check your air to fuel ratio on your carburetor. Hope that helps.
